The Korea Testing and Research Institute (KTR), led by Director Kim Hyun-cheol, is poised to play a pivotal role in shaping the South Korean artificial intelligence (AI) ecosystem through a new strategic partnership.
On Monday, July 13, a collaborative agreement was established between KTR, Upstage, represented by CEO Kim Seong-hun, and NHN Cloud, led by CEO Kim Dong-hoon.
This initiative aims to integrate AI infrastructure and services with testing and certification processes, thereby reinforcing the national AI landscape.
The trio will form the K-Trusted AI Stack consortium, combining Upstage's large language model (LLM) offerings, NHN Cloud's GPU server infrastructure, and KTR’s AI testing and certification services.
The goal: to create a robust support system for the advancement of AI industries within the country.
Under the terms of this agreement, KTR and its partners will collaborate on several critical initiatives: the joint development and supply of AI infrastructure and solutions, establishment of a regulatory-compliant AI platform, dissemination of standard references, validation and certification of AI reliability, and the execution of corporate support programs.
KTR emphasizes its commitment to validating AI product quality through internationally recognized standards.
The institute will focus on AI reliability assessment and certification, ensuring that products meet rigorous criteria.
Upstage and NHN Cloud will provide tailored LLMs and security cloud infrastructure optimized for different operational environments.
Moreover, the KTR consortium is dedicated to supplying customized reliability evaluation and validation services essential for commercializing AI products, enhancing the competitive edge of involved companies.
As a pioneering testing institution, KTR has already adopted international standards for quality assessment (ISO/IEC 25059, ISO/IEC 25058) and reliability verification (ISO/IEC TR 24028), becoming a KOLAS-accredited testing organization.
It is also notable for being the first in South Korea to implement an AI certification system based on international standards.

This tri-party agreement with leading domestic AI companies will further expand our testing and certification services across the entire AI ecosystem, from product development to infrastructure.”
