On April 27, 2023, the South Korean Ministry of SMEs and Startups, led by Minister Han Seong-sook, unveiled the second phase of the 2026 Technology Commercialization Package.
This initiative aims to enhance the market viability of small and medium-sized enterprises (SMEs) through financial and technical support, particularly targeting innovations developed post-January 1, 2023.
This announcement follows the first phase of the package, which was publicized in February, and introduces a dedicated track for start-ups within the context of supplementary funding from government resources.
Designed to prop up companies that possess advanced technologies but struggle with financial constraints, this program is instrumental in providing a structured approach to commercializing those innovations.
The Technology Commercialization Package is fundamentally structured to deliver tailored commercialization services to SMEs based on roadmaps designed by the companies themselves.
A unique 'menu-style' selection process will enable access to specialist commercialization services akin to a physician's prescription.
The initiative anticipates selecting approximately 150 firms, providing each up to 150 million KRW in follow-up research and development (R&D) grants, thereby equipping them with resources conducive to accelerated growth and market success.
Eligible participants must have completed or secured the rights to technologies developed from R&D initiatives categorized under four tracks: government-run excellent R&D projects, technology exchange platform collaborations, regulatory innovation R&D initiatives, and entrepreneurship projects tied to R&D activities.
This segmentation not only facilitates a focused approach but also aligns with diverse operational capabilities of SMEs in various sectors, including cosmetics and beauty.
As highlighted by Director Hwang Young-ho of the Ministry’s Technology Innovation Policy Division, South Korea boasts one of the world’s leading R&D investment levels.
However, the conversion of technological advancements into tangible commercial success remains unexpectedly low.
The government aims to bridge this gap and amplify the role of high-caliber research in strengthening national competitiveness through strategic commercialization support.
The application process for eligible SMEs will be open from April 27, 2023, through the end of May, with submissions accepted via the Comprehensive Management System for SME Technology Development.
For global investors and industry stakeholders, this initiative represents a significant opportunity.
It underscores the South Korean government's commitment to fostering innovation and bolstering the technology landscape within the beauty sector and beyond.
By leveraging existing governmental support mechanisms, businesses can not only enhance their product offerings but also navigate the complexities of market entry and expansion, positioning themselves strategically in an increasingly competitive global market.
