Korea Trade-Investment Promotion Agency (KOTRA), led by President Kang Kyung-sung, announced on June 16 that it has signed a Memorandum of Understanding (MOU) with the Public Procurement Service (PPS) to intensify support for domestic small and medium enterprises (SMEs) in entering international procurement markets.
This partnership marks an extension of KOTRA and PPS's collaboration, which began in 1995, focusing on facilitating access for domestic companies to global public procurement markets. Annually, both organizations jointly host the Global Public Procurement Market (GPPM) summit to engage with foreign buyers and procurement vendors, creating opportunities for local firms. Beginning in 2024, they will also support overseas validations of innovative products through a pilot purchasing project aimed at enhancing the export capabilities of these products.
The recent agreement specifically aims to bolster global procurement validation for innovative products, with educational programs on export practices included to ensure that pilot usage can translate into actual export success. This approach reflects a strategic shift in emphasizing not only market entry but also the practical aspects of validation and commercialization.
Under this MOU, both institutions will expand their existing cooperative initiatives, which include export counseling programs, seminars, procurement market information sharing, and collaborative pilot purchases for innovative products. Furthermore, they will assist SMEs in navigating international procurement channels.
KOTRA operates 13 global innovative procurement desks to support SMEs in these efforts, generating over 200 leads for foreign bids annually. Participating companies in the public procurement leading firm cultivation program will receive assistance with market entry marketing and bid participation. Notably, initiatives will also involve attracting procurement policy officials from international organizations such as the UN for consultations and briefings aimed at enhancing global visibility for local manufacturers.
Kang Kyung-sung emphasized that while entry into foreign procurement markets can be challenging, successful penetration offers considerable advantages in transaction stability and trust-building. He pledged to leverage cooperation with the PPS to increase participation opportunities for domestic innovative enterprises in overseas validation projects, ensuring these efforts translate into tangible export outcomes.
