K-Beauty Ingredient Localization Initiative Gains Momentum

The Korea Cosmetic Industry Institute (KCI) announced on the 10th that it is accepting additional applicants for its '2026 Raw Material Localization Support Project' focusing on quality testing and efficacy and safety assessments. This initiative signifies a critical step towards enhancing the competitiveness of domestic cosmetic ingredients and stabilizing supply chains, prompting strategic implications for local companies aiming to fortify their market positions.

This recruitment drive has arisen due to insufficient participation from relevant companies and the occurrence of unspent budget during the project’s execution phase. By expanding the applicant pool, the KCI aims to enable a broader range of local companies to receive support for validating the quality and efficacy of their raw materials. This shift is expected to enhance retention of manufacturers within regional markets by fostering a stronger local sourcing ethos.

The program targets companies engaged in producing or dealing with cosmetic raw materials within Korea, with plans to select approximately two firms for the efficacy and safety category and around twenty firms for quality assurance. This selection process not only strengthens the infrastructure for testing but also introduces competitive benchmarking that is essential for firms looking to venture into both domestic and international markets.

Through expert consultancy services, the initiative will help participating companies design appropriate testing parameters that align with the unique characteristics of their raw materials. By establishing systematic verification frameworks for quality, efficacy, and safety, companies can generate credible data imperative for commercialization, thereby enhancing their operational effectiveness and compliance with international standards.

The efficacy and safety segment underlines the importance of clinical and non-clinical efficacy testing, as well as safety evaluations and in vitro toxicity tests, thereby positioning local firms competitively in export markets. Moreover, the support provided to draft safety assessment reports will involve external expert validation, establishing a robust framework for scientific evidencing necessary for regulatory compliance.

Additionally, the quality testing focus ensures that raw materials comply with both domestic and international standards through a variety of assessments, including heavy metal testing, microbial and preservative efficacy testing, and physicochemical assessments (pH, viscosity, refractive index, etc.). This comprehensive approach signifies a shift towards reliability that buyers and distributors are increasingly demanding in today’s global marketplace.

Selected companies will benefit from coverage of testing and inspection costs. For the efficacy and safety domain, support can reach a maximum of 80 million KRW based on government subsidies, while the quality testing and inspection aspect can provide up to 8 million KRW. This tiered support structure is designed to bolster small and medium-sized enterprises, which can receive up to 75% of the total project cost, thereby enhancing the economic viability of localized supply chains.

The KCI emphasized that securing the quality of cosmetic ingredients and proving their efficacy and safety is crucial for commercialization and access to global markets. This augmented recruitment is designed to enable domestic raw material companies to obtain reliable data, reduce dependency on imports, and ultimately elevate the competitiveness of locally produced ingredients, signaling a broader industry shift toward self-sufficiency and regulatory preparedness.
